The first one supports that he is capable of being appointed moutevelis (manager) of the Haji Souleiman Avdoullah Vakif, because according to the relevant contract, a person and not a foundation should be appointed moutevelis. Administration supports that while the first one was serving as accountant of Evkaf he wasn't honest and therefore doesn't find him capable of being appointed moutevelis in place of the former late Mouteveli Veli Efendi Moufti Zade
