Sinop Sancağı dâhilinde Yusuflu Karyesi ahalisinden Hoca Hüseyin Efendi merhûmun mahdûmu olup 1284 sene-i Hicriyesinde Yusuflu Karyesi'nde doğmuştur. 1264 sene-i hicriyesinde Dersaadet'e gelip Mahmud Paşa Medresesi'ne duhul ile lazım gelen ulûm ve fünunu bi't-tahsil bir kıta icâzetnâme almış. 1276 senesinde müceddeden küşâd olunan Mekteb-i Mülkiye-i Şâhâne'ye kaydolunarak ikmal-i tahsil ile 1278 tarihinde şehâdetnâme ahzına muvaffak olmuştur.
