Description
Maliye Nezâreti Tatbîk Kalemi Mümeyyizi Hilmi Bey'in mahdûmudur. 1285 sene-i Hicriyesinde Dersaadet'te doğmuş ve mukaddemât-ı ulûmi Bayezid'de Simkeşhan ittisâlinde kâin Valide Sultan Mekteb-i İbtidâîsi'nde ve Beylerbeyi Rüşdiyesi'nde ikinci sınıfa kadar görerek Mekteb-i Sultânîye bi'd-duhûl beşinci sınıfı ikmâl ve badehu Mekteb-i Tıbbiye-i Mülkiye-i Şâhâne ikmâl-i tahsil ederek 19 Haziran 1310'da 442 numaralı üstâd ve muallim rütbesi ünvanını müşar doktor diplomasını almıştır.
