Safranbolu esnafından Hacı Mehmed Efendi'nin mahdumu ve âyân-ı kiramdan Kemal Paşa hazretlerinin damadıdır. 1236 senesinde Safranbolu'da tevellüd etmiştir. 1253 senesinde Dersaadet'e gelerek Bayezid Cami-i Şerifinde usul-i mer'iye üzere mukaddemât-ı ulûm-i arabiye ile lisan-ı farsîyi tahsil ve muahhiran ulum-u riyaziye mübadesini teallüm eylemiştir.
