Akşehir müfettişi olup 17 Teşrin-i Evvel 1305 tarihinde mezkûr şehirde irtihal eden Harputî - Kürt Ömer Necati Efendi'nin mahdûmu olup 1281 tarihinde Akşehir'de dünyaya gelmiştir. Akşehir Sıbyan Mektebi'nde Kur'ân-ı Kerîm hıfz ettikten ve medreseye dehaletle Fenari'ye kadar tahsil gördükten sonra Konya'ya gelmiş 1301 senesinde kadar Konya'da Ziyaiye Medresesi'nde Konya müfettiş Kadınhane Hacı Hüseyin Feyzi Efendi'den tekmil-i nüsah ederek icâzetnâme istihsaline muvaffak olmuştur.
