Bâb-ı Zabtiye Tulumiye Meclisi katibi Osman Nuri Efendi'nin halefi. 1287 tarihinde Dersaadet'te Saraçhane başında Dülgerzade Mahallesi'nde kain hanelerinde dünyaya gelmiştir. Fatih Rüşdiye-i Askeriyesi'nden 1300 tarihinde şehâdetnâme aldıktan sonra Tıbbiye-i Mülkiye'ye kayd olundu ve 1306 senesinde diploma istihsal eyledi. Belgede geçen ilk ve son tarihler: 1287-Ağustos 1330 (Hicri takvime göre Miladi 1870/1871. Rumi takvime göre Miladi 1871/1872-Ağustos/Eylül 1914).
