Cennetmekan Mihrimah Sultan ve Damad Rüstem Paşa sülalesine mensub olduğuna dair belinde berat-ı alişanı bulunan ve Ç. zade demekle müteârif Hacı Mehmed Emin Bey'in mahdumları olup 1289 tarihinde Dersaadet'te doğmuştur. Çiçekpazarı'nda Haseki Mustafa Ağa Rüşdiyesi'nden şehâdetnâme aldıktan sonra Dersaadet İdâdîsi'ne kayd ve kabul olunmuş. Ve mürettib-i fünunu bi't-tahsil şehâdetnâme alarak Mekteb-i Mülkiye-i Şâhâne'nin sınıf-ı âlisine devam etmişse de ariza-i vücudiyesine mebni mektebi terk etmiştir. Yanya'da Feyziye Mekteb-i İbtidâîsi'ne bir müddet devamdan sonra Yanya Mekteb-i İdâdîsi'ne dahil olarak mürettib-i ulûm ve fünunu bi't-tahsil 1322 senesinde neşet etmiştir.
