Description
Bağdat Valiliği'nde bulunmuş olan vüzerâdan Kavakçızâde Mehmed Ataullah Paşa'nın mahdumları olup 1289 senesinde Dersaadet'te dünyaya gelmiştir. İdâdî-i Mülkiye'ye kayd olunarak karîb-i âlâ derecesinde mülazemeten ruûs ve Mekteb-i Mülkiye-i Şâhâne sınıf-ı aliyyesine dahi devam ile âlâ derecesinde ulûm-ı siyâsiye şehâdetnâmesi ahz eylemiş. Mekteb-i Hukuk-i Şâhâne'den dahî neşet etmiştir.
